Building Rules For Contractors

I. General

  1. Submit two (2) copies of Plumbing Mechanical and HVAC drawings at a scale of no less than 1/8” indicating all new work, existing conditions and all proposed changes. Maintain a complete set of all drawings at the site at all times, carefully marking changes, revisions and final locations as-built. At Substantial Completion, carefully transcribe all notes to a clean set of drawings and provide to Owner. The contractor shall be invoiced for any costs related to the review, approval or research of these plans.
  2. Certificates of Insurance in the amounts set forth in contract documents for public liability, bodily injuries and property damage shall be supplied to Property Management and approved before the commencement of any work. Please click here (opens in new window) for a sample COI.
  3. Contractors, subcontractors and material men shall perform work with labor that is compatible with the labor in the building.
  4. Materials and workmanship shall be equal to or better than Building Standard as described herein.
  5. Any work requiring access to other tenant space(s) must be approved in advance by Property Management.
  6. The building management reserves the right to inspect all work in progress and to reject any Work not consistent with building standards.
  7. No obstructions may be left in any public areas. The Building Staff at Contractor’s expense shall remove any dirt or debris left in public areas. This will also include the ground floor corridors and loading dock. Labor costs will be charged back to the tenant.
  8. No debris of any kind shall be placed in the Building’s trash disposal facility without the written permission of Property Management. Such permission shall not normally be granted.
  9. The Contractors shall secure all necessary permits from the City of Philadelphia. Contractors shall conform to all rules and regulations of all authorities having jurisdiction over the Work.
  10. Arrangements for post construction cleaning must be made within seven (7) days in advance and in writing. Where cleaning is not performed by the Contractor, the Building Management reserves the right to have such cleaning done by others and to deduct these charges from the payments due contractor.
  11. There shall be no drilling or cutting into the floor and ceiling slabs; shooting of track; loud demolition operations or any procedure that causes disturbance to adjacent occupants between the hours of 8:00 a.m. to 5:30 p.m.
  12. The demolition and construction areas to be policed at all times by the Contractor. Areas shall be kept clean and orderly.
  13. The Contractor is responsible for the cleanliness of all parts of the area including the elevators, lobbies and corridors.
  14. The Contractor must take active measures to protect the HVAC units and to thoroughly clean them upon the completion of the work.
  15. The Contractor shall seal the return grills or ducts to keep dust from entering into the Building’s HVAC system during all demolition and construction operations. Remove these protections at the completion of the work.
  16. All floor loading and steelwork is subject to the approval of Property Management.
  17. A “Waiver of Lien” shall be submitted to Property Management before the commencement of any work. Submit evidence that such waiver has been filed with the Prothonotary of the City of Philadelphia.
  18. ALL contractors working in the building must sign in daily and wear company identification.
  19. ALL smoke detectors must be protected from dirt and dust during demolition and construction operations. Any protective covering must be removed from the detectors at the end of each workday. Fire detection and reporting systems must be restored to “NORMAL” at the end of each working day.
  20. Any damage done to the Life-Safety System (Smoke Detectors, Fire Pull Station, Bells and/or Fire Tower Door Locks) will be repaired by the building and the cost of the repairs charged back to the Contractor.
  21. In order to provide energy control procedures to maintain safe work conditions during set up, servicing and maintenance of machines, processes and systems where the unexpected start up or release of stored energy of this equipment could cause injury to employees, all contractors shall conform to procedures established in the Property Management Lock Out Tag Out Manual.

II. Workmanship & Materials

Walls

  • All walls shall meet or exceed requirement of Codes or authorities having jurisdiction over the project.
  • All Masonry Walls shall be slab to slab, and, if abutting a mullion, shall have a channel to receive the blocks.

Hardware

  • All locks shall be keyed and mastered to the building master system by a Property Management approved vendor.
  • Keying codes for the building master system shall be obtained from Property Management.

Electrical

  • Rigid conduit, E.M.T. or metal interlocked armored cable shall be used for all electrical construction.
  • All conduits shall be supported by standoffs and shall not be wired to ceiling supports.
  • All conduit, E.M.T. or metal interlocked armored cable shall be concealed.
  • Voltage is 480/277 on the lighting panels and 208/120 on the utility panels.
  • All electrical boxes shall be sized as per N.E.C. (National Electric Code) Specifications.
  • All special power requirements shall be taken from the main distribution panels and may be metered in accordance with 4.h., below.
  • Plans with power requirements shall be submitted to Property Management to determine the riser capacity.
  • Meters shall be installed in cases as determined by Property Management.
  • Single pole switches shall be Leviton #5521 or equivalent.
  • 3-way switches shall be Leviton #5523 or equivalent.
  • Wall receptacles shall be Leviton #5014 or equivalent.
  • All electrical circuits shall be rated for no less than 20 amps.
  • Grounding shall be done as per N.E.C. Article 250-1 and 250-2.
  • Any equipment requiring 15 amps or more to operate shall be on its own dedicated circuit.
  • All wiring shall meet with Building Department and Insurance Underwriters requirements.
  • No wire molding is permitted except as approved by the Building Management. Such approval shall not normally be granted.
  • Property Management shall be advised in writing no less than fourteen (14) days prior to any necessary riser shut downs. The Chief Engineer will supervise the shut down and the Contractor will be invoiced for the time at the prevailing hourly rate.
  • Removal or relocation of the Buildings Fire Alarm Bells, Speakers, Pull Stations or Smoke Detectors shall be subject to prior approval from Property Management. All life-safety systems must be protected and maintained during demolition and construction. Any system not in operation at the end of the workday will be repaired and the Contractor will be invoiced for any costs.
  • The Building Emergency Lighting circuits are to be used for life-safety and emergency lighting only. Any fixture to be tied into this circuit must have prior approval from the Property Manager.
  • Any changes to the building emergency lighting circuits or energy management lighting systemsthat are necessary because the contractor failed to obtain proper approval, will be accomplished by the building and all cost charged back to the contractor or tenant
  • Exit lighting shall be LED without battery backup and circuited to buildings emergency lighting circuits.

Plumbing

  • All plumbing shall conform to The City of Philadelphia codes.
  • No exposed plumbing is permitted.
  • No Plastic pipe is permitted.
  • Request for a water riser shut down shall be submitted to Property Management not less than fourteen (14) days in advance in writing. The Chief Engineer will supervise the shut down and the Contractor will be invoiced for the time at the prevailing hourly rate.
  • All unused fixtures and piping shall be removed and a valve and/or cap installed at its respective riser.

HVAC

  • The demolition contractor shall remove all unused equipment (i.e. air handles, condenser units, etc.).
  • All unused duct shall be removed.
  • No equipment shall be suspended from the reinforcing rods in the slab.
  • All work shall conform to the City of Philadelphia Codes.
  • Flexible duct runs shall not exceed 6 feet.
  • The system shall be balanced at the completion of job and the Contractor shall furnish the designed and actual balancing figures to Property Management.
  • No window louvers shall be permitted.
  • Grills, registers and diffusers shall be of a type and design approved by Property Management.

Telephones

  • Any telephone or other communication wires not run in conduit or E.M.T. shall be of a type listed and labeled for use in plenum areas.
  • No telephone wires shall be run exposed on baseboards or walls.

III. Loading Dock & Freight Elevators

  • The loading dock and freight elevator are generally not available from 7:30 a.m. to 3:30 p.m. weekdays. Other times are on a first-come, first-served basis. Small deliveries of materials or removal can be done in off peak hours (between 9:45 and 11:15 a.m. and 2:30 - 3:30 p.m.) as long as the time does not exceed 30 minutes. This schedule is subject to change if passenger traffic requires all six elevators.
  • Large deliveries shall be scheduled for after-hours through Property Management at least 24 hours in advance and are subject to the prevailing rates. Security Officer at loading dock is required. The freight elevator is utilized for trash removal and will be shared with Contractor between the hours of 6:00 p.m. and 11:30 p.m. Mondays through Fridays.
  • No material or equipment shall be carried under or on top of the freight elevator.

NOTWITHSTANDING ANYTHING TO THE CONTRARY HEREIN, CONTRACTOR SHALL AT ALL TIMES CONFORM TO AND OBEY THE RESPECTIVE CODES, ORDINANCES AND LAWS OF THE APPLICABLE LOCAL, STATE AND FEDERAL AUTHORITIES.
